Pat pork chops completely dry. Season both sides generously with salt, pepper, garlic powder, and smoked paprika. Heat olive oil in a large cast-iron or stainless skillet over high heat until the oil begins to shimmer and just barely smoke.

Sear pork chops without moving them for 4 minutes until a deeply browned, caramelized crust forms and they release cleanly. Flip and sear 3–4 minutes on the second side until an instant-read thermometer reads 145°F in the thickest part away from the bone. Transfer to a plate to rest.

Reduce heat to medium. Add 2 tablespoons butter and minced garlic; cook 60 seconds until golden and fragrant. Add honey, soy sauce, and apple cider vinegar; simmer 2 minutes until the glaze is thick and sticky. Return chops to the pan and spoon the glaze over them continuously for 1 minute. Serve immediately with the remaining pan sauce spooned over the top.
