    Combine chicken, soy sauce, vinegar, garlic, bay leaves, and peppercorns in a pot. Marinate for 30 minutes (or skip straight to cooking).

    Bring the pot to a boil over medium-high heat. Do not stir once vinegar starts boiling — let it cook off for 5 minutes.

    Reduce heat to medium-low, cover, and simmer for 30 minutes, turning chicken halfway through.

    Remove chicken from the sauce. Heat oil in a separate pan and sear chicken skin-side down until crispy and golden, about 3-4 minutes.

    Meanwhile, turn up the heat on the sauce and reduce it by half until thick and glossy. Stir in brown sugar.

    Return seared chicken to the thickened sauce, turning to coat.
